The Algorithms, Prototyping and Integration Department in the Visualization and Decision Support Division of the Communications, Information, and Navigation Office (CINO) within the Applied Research Laboratory (ARL) at Penn State is seeking an energetic and experienced Project Coordinator to join our team in our Reston, VA office. The role requires an extremely organized individual who displays a high level of professionalism and the ability to perform a wide variety of project, research, and project management functions in a demanding and exciting team-oriented environment. The successful candidate will have a strong background in engineering program management, technical working group support, technical writing, and providing direct programmatic and technical support to government customers. This position requires proven program management and technical skills, as well as organizational acumen. As part of the team, the candidate will be responsible for the following activities: Assuming the role of Scrum Master for a multi-disciplined engineering team executing projects using AGILE execution process including maintenance and update of artifacts in support of the team’s AGILE execution process; developing executive-level briefings and white papers; financial estimating, budgeting, expenditure monitoring, and rebaselining for multiple projects, ensuring that resources align with program objectives; developing and tracking project schedules and milestones; generating project related CDRLS including but not limited to financial and technical reports, technical meeting reports, program review briefings, and test plans and procedures; purchasing and inventory initiation, coordination, monitoring and tracking related to project and team equipment, software, and licenses; all aspects of subcontract management including; monitor current subcontractor expenditures, reporting, invoicing, and CDRL delivery, coordinate documentation preparation related to new subcontracts and subcontractor facility/equipment needs, and coordinate and schedule, subcontractor review meetings; participate in proposal generation to capture follow on business; and coordination of new hire searches and evaluations. Selected candidate will work within an agile development environment with developers, scrum master and product owners to define and deliver quality software solutions in both unclassified and classified environments. The selected candidate will assume a technical leadership role and will interact with other PSU/ARL staff and sponsors, spending a majority of time working in a classified environment at a PSU/ARL facility located either in State College, PA or Reston, VA. This job will be filled as a level 2, level 3, or level 4, depending upon the successful candidate's competencies, education, and experience. Typically requires a Bachelor's degree or higher plus two years of related experience, or an equivalent combination of education and experience for a level 2. Additional experience and/or education and competencies are required for higher level jobs. Prior experience in project management/coordination, budget analysis, and work breakdowns preferred. Experience with the Atlassian software tool set (esp Jira, Confluence) is helpful. Active TS/SCI Clearance is ideal. Ability to work and thrive within a team environment is a must and therefore strong communication skills (verbal and written) are required. The ideal candidate must demonstrate excellent leadership and interpersonal skills, be highly motivated, organized with attention to detail and accuracy, and possess the ability to prioritize tasks. Proficiency is required in standard computer applications and programs, email, calendaring and file management. The successful candidate must be able to exercise discretion and use excellent judgement while managing confidential information.
