Description

Penn State University Police and Public Safety (UPPS) is seeking a Communications/Operations Center Manager who will oversee the UPPS communications operations across the Commonwealth. This exciting opportunity will allow the Manager to build from the ground up a new centralized dispatch communications center covering 22 campus locations across the Penn State system. Reporting to the Director of Emergency Management, this position will be responsible for supervising the day-to-day operations of the University’s Public Safety Communications and Operations Center. Primarily, the position serves to hire, direct and supervise the work of Police Dispatcher Recorders and other personnel engaged in computer-aided dispatch for police, fire, and other services on a 24-hour basis. The Manager will be responsible for the development, implementation, and updating of department training programs; quality assurance programs; creating policies surrounding the operations of the dispatch center to include a notification(s) plan; assisting with the creation of the new dispatch facility; and to perform related work as required. The successful candidate will demonstrate continuous effort to improve operations, streamline work processes, work cooperatively and jointly to provide quality seamless customer service. This job will be filled as a level 2, or level 3, depending upon the successful candidate's competencies, education, and experience. Typically requires a Bachelor's degree or higher plus six years of related experience, or an equivalent combination of education and experience for a level 2. Additional experience and/or education and competencies are required for higher level jobs. Experience with CLEAN/NCIC/CJIS requirements are preferred. Extensive experience with computer aided dispatch (CAD), records management systems (RMS), and camera and alarm systems are also preferred. Candidates should have demonstrated experience in supervising other employees in a public safety environment, as well as experience in creating and conducting training and public speaking. Certifications in Emergency Police Dispatch (EPD), Emergency Fire Dispatch (EFD), and Emergency Medical Dispatch (EMD) along with professional certifications from entities such as APCO International, the International Academies of Emergency Dispatch, or National Emergency Number Association (NENA) are strongly preferred. The desired candidate will have at least 10 years experience in emergency dispatch operations.
