Description

The Undersea System Office (USO) within the Applied Research Laboratory (ARL) at Penn State is seeking a Division Head for the Model-Based Engineering Division (MBED). The ideal candidate will be an energetic researcher and technical leader with recognized credentials in Model Based Engineering and Design. Responsibilities of this position include: coordination of a broad range of technical efforts and for maintaining communication with a diverse group; cultivation of sponsored program opportunities related to the overall mission; organizational leadership; develop and execute strategic vision, goals, and plans of MBED; resource management; technical leadership; close collaboration with department managers; and personnel management. MBED is one of six divisions within USO and consists of four departments having over 40 staff, which includes researchers, engineers, engineering aides and students. MBED’s primary mission is to work with other ARL USO Divisions to support internal and external tasking to develop model-based technology that supports emerging and critical needs in torpedo, UUV and underwater systems. Model Based Engineering is a critical USO capability for every phase of system engineering, hardware and software development, processing and visualization, and operational training. MBED works with its customers to perform requirements studies, CONOPS analysis, and design trades, required for optimal undersea system investment strategies. MBED enables customer determination of system characteristics and requirements that meet the desired needs This job will be filled as a level 4, or level 5, depending upon the successful candidate's competencies, education, and experience. Typically requires a Master's degree or higher in an Engineering or Science discipline or higher plus ten years of related experience, or an equivalent combination of education and experience for a level 4. Additional experience and/or education and competencies are required for higher level jobs. A Ph.D. in Electrical Engineering, Mechanical Engineering, Aerospace Engineering, or Engineering Science is ideal. Knowledge of the following areas are preferred: familiarity with Navy programs; understanding of state-of-the-art in the fields of digital and analogue modeling of complex underwater system, virtual reality visualization and gaming systems, underwater sensors, and air water interface sensor and communication systems, and knowledge of verification, validation, and accreditation processes for Navy systems. Experience in the following areas is required: managing programs, personnel, and/or organizational units; demonstrated capability to set and meet goals; underwater systems, acoustic signal processing – including acoustic propagation, modeling, and simulation, operations research, systems engineering, and effective verbal and written communication and presentation skills.
