Description

The Navigation Research and Development Division (NRDD) of the Communications, Information, and Navigation Office (CINO) within the Applied Research Laboratory (ARL) at Penn State is seeking a Department Head for the Advanced Navigation Sensor, System and Capabilities Department. This position will be responsible for: Operation and management of the department including; strategic planning, execution of programs; preparation and execution of budgets; pursuit of new business opportunities and obtaining funding; and personnel management and career development. The NRDD is located in Warminster, PA and is a satellite campus of ARL focused on developing the most advanced navigation technologies in the world, built around a unique laboratory specially designed to test incredibly sensitive navigation sensors. The mission of the NRDD is to provide expert knowledge in navigation systems for our Navy, Army, and other U.S. government sponsors. This job will be filled as a level 3, level 4, or level 5, depending upon the successful candidate's competencies, education, and experience. Typically requires a Bachelor's degree or higher in an Engineering or Science discipline (Master's degree preferred) or higher plus five years of related experience, or an equivalent combination of education and experience for a level 3. Additional experience and/or education and competencies are required for higher level jobs. A Master’s degree in Electrical Engineering, Physics or Mechanical Engineering is preferred. Navigation knowledge and/or program experience as well as Department of Defense customer experience is desired. The following prior experiences are required to be successful in this position: Conduct of interdisciplinary research and development of new sensor and system technology; project management; team leadership; problem identification and resolution; presentation, written and verbal communication; and interpersonal skills.
