The Communications, Information, and Navigation Office (CINO) within the Applied Research Laboratory (ARL) at Penn State is seeking an Engineering Support Specialist to join our team. This position will provide support to Principal Investigators and Research and Development Engineer staff by placing orders, shipping items, coordinating delivery schedules, resolving problems and providing product information; assist in the selection of materials, and components based on operational and performance specifications; research new product information and sources of supply; negotiate purchases and contracts with vendors, ensure compliance, resolve discrepancies, determine pricing and payment terms, and/or identify potential liability issues; manage electronic systems to process requisitions, purchase orders, and maintain vendor or supplier information, and document actions; monitor vendor performance and compliance, resolve discrepancies, inspect for quality, and obtain vendor certifications and certificates of liability insurance when required; evaluate complete and approve and purchase commodities within established guidelines; assist with inspections, tests and calibrations of parts and equipment as directed; assist in the identification of system faults, and adjust and repair as directed; may work as part of a test project support team in the laboratory, or in the field; and may perform selected activities as required for test support or test/facility logistics support assurance. Typically requires an Associate's degree or higher , or an equivalent combination of education and experience. An Associate’s degree in Mechanical Engineering Technology, Electrical Engineering Technology or Supply Chain Management is preferred. Prior experience in the following is require: Purchasing; purchase order and vendor invoice processing; and Microsoft Office (i.e. Microsoft Word, Excel, and Outlook). You must have excellent interpersonal, communication, and customer service skills. Effective problem-solving skills, and the ability to work well under pressure of deadlines and high-volume purchasing levels are necessary to be successful in this position. Candidate selected will be subject to a government security investigation. You must be a U.S. Citizen to apply.
