The Applied Research Laboratory (ARL) at The Pennsylvania State University (Penn State) is seeking a dynamic and experienced Human Resources Generalist (Consultant) to support necessary Human Resource functions at ARL. This position will be responsible for providing guidance on PSU and ARL policies and procedures and conduct training for managers, supervisors, and other ARL employees on Human Resource related issues. Initial responsibilities include employee/labor relations, performance management, succession/workforce planning, compensation analysis, job profile and promotions reviews; and retention programs. Typically requires a Bachelor's degree or higher plus three years of related experience, or an equivalent combination of education and experience. Experience in a defense research and development organization, as well as in a Human Resources shared service model, is desired. Familiarity with an HRIS, such as Workday, is preferable. Requirements include: proficiency using Microsoft Word and Excel; a commitment to fostering diversity, inclusion, and equal opportunity; a working knowledge of Human Resources laws and regulations; a proven record of creativity and innovation in the Human Resources discipline; an aptitude for finding technology-driven approaches to ongoing work processes; excellent judgment, self-management, and customer service; excellent written/verbal communication and organizational skills; the ability to prioritize and meet project deadlines; the ability to work well independently and as part of a team; and the ability to present topics to various audiences and work collaboratively with employees at all levels within the organization. ARL is an integral part of one of the leading research universities in the nation and serves as a University Center of Excellence in Defense science, systems, and technologies with a focus in naval missions and related areas. As a DoD (Department of Defense) designated, U.S. Navy UARC (University Affiliated Research Center), ARL maintains a long-term strategic relationship with the U.S. Navy and provides support for other services. ARL consists of approximately 1,400 employees (administrators, faculty, engineers, professional staff, union labor, and students).
