Description

The Penn State Applied Research Laboratory (ARL) Business Services Office of is seeking a Grants and Contracts Manager (G&CM) to provide leadership for contracts, grants, and subcontract/consulting activities at ARL. The G&CM will oversee the contract-related pre-award, post-award, and closeout activities for contracts and subcontract/consulting agreements. This position will supervise the contracts and subcontracts staff and is the point of contact for ARL staff involving policies, regulations, and guidelines pertinent to ARL. Responsibilities include: Driving the vision and mission consistently and effectively integrating them into all aspects of the department; ensuring compliance in all areas related to contract management, including: sponsoring regulatory guidelines and internal policies; assigning responsibility for department personnel to achieve ARL and University goals; utilizing excellent contract management skills; providing guidance to employees on negotiation and conflict resolution strategies; performing as a liaison between the ARL Director, CFO, and Contracts employees to ensure proper flow-down of objectives; utilizing high-level, advanced communication skills regarding complex contracting situations; effectively working with stakeholders critical to the success of ARL and the University; conducting discussions and negotiations with sponsors, partners, and licensees on behalf of ARL and the University; working with peers external to ARL and the University; developing and/or ensuring implementation of internal policies; developing and/or recommending changes in organizational procedures; coordinating development of Request for Proposals (RFP) to ensure appropriate level of specificity, feasibility, alignment with budget allocations, and/or other parameters; performing as delegated Associate Director to review and approve all proposals and agreements requiring University signatory; and development and execution of Contracts ARL strategic plan. Typically requires a Master's degree or higher plus five years of related experience, or an equivalent combination of education and experience. Experience requirements include: prior government contracting or sponsored research; prior leadership or supervisory experience with in contracts organizations; a Contracting subject matter expert. Required skills and abilities include: extensive knowledge of Federal guidelines/procedures for government contracting, specifically with Department of Defense; proven ability to provide leadership, management, and training; flexibility to work several tasks simultaneously and meet deadlines; strong communication skills, both written and verbal; highly efficient computer Microsoft Office skills; proactive and action-oriented work style; ability to positively impact diversity in the workplace; ability to educate staff on the principles of grant and contract administration; and ability to provide advice and guidance on a wide range of complex issues.
