The Contracts Department of The Applied Research Laboratory (ARL) at Penn State is seeking a Grants and Contracts Administrator to oversee the pre-award, post-award, and closeout activities for a variety of grants and contracts in addition to all subcontracting and consulting agreements, with varying levels of complexity. Responsibilities include: Collaborate with faculty to identify appropriate funding strategies and monitor funding trends; offer faculty education programs on all aspects of proposal and grant submission; review any terms and conditions associated with proposal solicitations (e.g., Request for Proposal), and identify the University’s exceptions to the sponsor’s terms and conditions; coordinate activities of proposal preparation staff; submit approved proposals; review budgets and budget justifications and provide input to faculty members and proposal preparation staff on appropriateness of budgeted items; review agreements and sub-awards and negotiate appropriate terms and conditions in compliance with University policy; consult with Research Accounting, Intellectual Property Office, Risk Management, Legal Counsel, and other central administration offices regarding special terms and conditions of sponsored programs; monitor agreements for compliance with contractual requirements; advise technical staff in interpreting and adhering to sponsor and University guidelines; monitor appropriateness of expenditures on awards and sub-awards; correspond with sponsors and sub-recipients regarding performance problems; coordinate processing of suspension, termination, and stop work orders; process modifications to existing agreements; assist technical staff with the preparation and submission of reports; and close out awards and sub-awards. This job will be filled as a level 3, level 4, or level 5, depending upon the successful candidate's competencies, education, and experience. Typically requires a Bachelor's degree or higher plus six years of related experience, or an equivalent combination of education and experience for a level 3. Additional experience and/or education and competencies are required for higher level jobs. A Bachelor’s degree in Business Administration, Finance, or Management plus 5 or more years of related experience in government contracting or sponsored research, preferably in an academic setting is desired. Experience in the following is preferred: SIMS, ARLINK, and IBIS. Experience requirements and skills include: Negotiating and administering various government sponsor agreements; overseeing the proposal preparation process; reviewing and processing agreements (both financial and non-financial); negotiating contract terms; informing faculty and college personnel of special contractual requirements; working knowledge of Federal Acquisition Regulation and strong Microsoft Office skills.
