Typical Job Duties: The Cyber, Data, and Image Sciences Division of the Communications, Information, and Navigation Office (CINO) within the Applied Research Laboratory (ARL) at The Pennsylvania State University is seeking a talented, experienced, and highly motivated Engineering Program Manager. This position will be located at our Sponsor’s facilities across the DC area, as well as our Reston, VA office, with a majority of the work being performed at a classified level. Responsibilities include: Assist in the management and overall Office of the Undersecretary of Defense for Intelligence (OUSD(I)) innovation investments including preparation of programmatic information, monitor execution, and closeout; identify, curate and support transition opportunities of invested technologies in support of operations user needs; support development of strategies, policies, and governance of OUSD(I) innovation investment processes; produce an annual DIE innovation report an summary that characterizes the stat of innovation and provides a baseline for continuity of the enterprise; and assist OUSD(I) offices with their responsibilities and roles in defining areas of common concern within the defense intelligence enterprise and make recommendation for future investment areas as part of innovation cycles. Typically requires a Master's degree or higher plus eight years of related experience, or an equivalent combination of education and experience. Prior experience with program/project management, United Combatant Command (COCOM) assignments, working with the intelligence community, service science and technology and research and development background preferred. U.S. Military expertise and Department of Defense (DoD) experience is required. The successful candidate must be flexible and able to handle multiple, diverse tasks, possess independent judgment, as well as have strong oral and written communication and collaboration skills, and be ability to work, lead, and mentor within a team environment. You must be a U.S. Citizen to apply. Employment with the ARL will require successful completion of a pre-employment drug screen. This is a one year, fixed term renewable appointment.
