Description

The Pennsylvania Commission on Sentencing is seeking applicants for an Education and Outreach Specialist to provide direct services involving education and outreach for Pennsylvania criminal justice practitioners, and to provide staff support for the development and implementation of policies adopted by the Commission. This position is responsible for: planning and presenting educational seminars for practitioners, such as judges, prosecutors, defense attorneys, and probation and parole officers; providing technical assistance to and developing outreach materials for these criminal justice practitioners; building and sustaining professional relationships with criminal justice partners; representing the Commission in various committees and work groups; and assisting in the preparation of materials for consideration by the Commission. The Commission is a legislative agency affiliated with the Criminology Department at The Pennsylvania State University. The Commission has an office on the University Park campus and an office located within the Capitol Complex in Harrisburg. The Commission looks to fill two Education and Outreach Specialist positions; one specialist will primarily work in the western region of the state and be based at the University Park location, and one specialist will primarily work in the eastern region of the state and be based at the Capitol Complex location. This position will focus on the eastern region and be based out of the Capitol Complex location. The Commission’s legislative mandates include responsibilities in the areas of sentencing and resentencing guidelines, parole and recommitment ranges, risk assessment, and other duties. Specific duties of the position include: determining the educational needs of practitioners and conducting educational seminars to address those issues; planning and coordinating all aspects of educational seminars, including developing schedules, identifying locations, negotiating with facilities, developing agendas, creating materials, and delivering content; being current on practices, policies, statutes, and case law in the relevant areas related to the Commission’s duties, and providing assistance in response to inquiries from practitioners and the public; cultivating and sustaining a network with stakeholders, and representing the Commission on committees and work groups as assigned; serving as a point-of-contact in reviewing and addressing county data quality and implementation issues, and relaying stakeholders’ concerns to the Commission; assisting in the development, revisions, and implementation of guidelines; and contributing to the development of materials such as policy documents, implementation manuals, and end-user guides. Typically requires a Bachelor's degree or higher plus four years of related experience, or an equivalent combination of education and experience. A degree in criminal justice, public administration, or a related field is preferred. Experience in providing training is also preferred. The following is required: Familiarity with sentencing guidelines and JNET-based SGS Web; Proficiency in technical skills in MS office; Ability to express ideas clearly and effectively in writing and verbally; Ability to think critically; Ability to work in a team environment and independently; Being self-motivated and professional; and Ability to manage multiple projects; and Travel is required. Some travel may require overnight stays. This position requires that you operate a motor vehicle as a part of your job duties. A valid driver’s license and successful completion of a motor vehicle records check will be required in addition to standard background checks. This is a fixed-term appointment funded for one year from the date of hire with excellent possibility of re-funding.
