Description

The Strategic Interdisciplinary Research Office (SIRO) is a research administration unit under the Office of the Vice President for Research (OVPR) dedicated to providing active support for the development of large-scale and strategic proposals. SIRO supports these multi-college and multi-institutional efforts, while also providing research administrative/financial services for research institutes and units reporting to the OVPR. This job will report to Grants and Contracts Manager and will perform post-award activities in a large volume, fast paced, complex, detailed, and multifaceted environment. The individual will oversee three financial staff and work collaboratively with the OVPR Financial Officer and Institute Management. The selected individual’s job responsibilities will include but are not limited to: budget and expense analysis on general, restricted, and internal VPR project funds, periodic invoicing, financial reporting, and associated communications with PI's and departmental staff on a variety of administrative functions that occur between award inception and award close-out. The successful candidate will perform agreement reviews on new awards; manage the post-award on internal strategic initiatives such as RCD and C3N programs; prepare documents in Penn State's financial system, activate renewal years and update budgets, transfer funds to and/or from other colleges/campuses, manage institute or centers finances, oversee the subaward lifecycle, and set-up and monitor cost-share accounts. The successful candidate will also complete tasks such as: budget revisions, no-cost extensions, and other research administration functions. This position will assist staff with prior approval requirements for changing aspects of a fund, review award terms and conditions, prepare and maintain budgetary records and financial files of sponsored projects and assist in the completion of all closeout procedures as necessary for timely financial close-out of sponsored projects, and assist with the preparation of financial reports and invoices for sponsored projects; serve as liaison between the departmental staff, project administrative unit staff, and Office of Sponsored Programs. Capability to work both independently and as a team member, ability to multi-task and respond professionally in challenging situations is essential. Qualification for and maintenance of post-award delegated signature authority is vital to this position. Typically requires a Bachelor's degree or higher plus two years of related experience, or an equivalent combination of education and experience. The preferred candidate will be qualified to be approved as an Authorized Organizational Representative with full signature authority within 6 months. Familiarity with advanced Microsoft Word and Excel functions, Strategic Information Management System (SIMS) grant reporting and budget functions (or similar institutional programs), and award management experience are highly preferred. Successful graduation of the ACES program or the external equivalent preferred. Requires flexibility and self-management skills, including the ability to prioritize among a large number of diverse responsibilities. Must be able to thrive in a fast-paced, deadline-driven environment. Exceptional communication (both verbal and written) and interpersonal skills required.
