Description

The Engineering Services Division of The Applied Research Laboratory (ARL) at Penn State University is seeking a Lead Manufacturing Engineer – Electrical to oversee the design process and fabrication of electronic circuits and circuit card assemblies across the Laboratory. This position will be a key component in ARL’s ability to successfully execute rapid prototyping programs and to successfully work with and transition technology to our Industry partners. Responsibilities include: Work with ARL research and development engineering teams throughout the project lifecycle to provide Design For Manufacturability / Affordability (DFM/A) recommendations, identify appropriate manufacturing partners, provide forecasting to electronics assembly houses, establish priorities for vendors, and serve as technical point-of-contact on circuit card assembly jobs; establish and maintain relationships with vendors – focus on building strategic partnerships with a small group of core vendors; establish partnership goals and metrics, including measures of quality and vendor performance; ensure ARL engineers have access to state-of-the-art electronic manufacturers and manufacturing processes, obsolescence monitoring, counterfeit part programs, and increased leverage with electronic component distributors; serve as the liaison between project managers, requisitioners, purchasing, and vendors and participate in materials flow coordination routines; ensure alignment between program purchasing, planning, and expediting; provide oversight of the procurement process for electronics and circuit card assembly; serve as ARL’s lead for selection and maintenance of electrical design tools and parts libraries; ensure consistency and compatibility across the Lab; and identify need for and coordination of training of engineers, designers, and technicians relative to design and fabrication of electronics. May lead teams or a department for the right candidate. This job will be filled as a level 3, or level 4, depending upon the successful candidate's competencies, education, and experience. Typically requires a Bachelor's degree or higher in an Engineering or Science discipline (Master's degree preferred) or higher plus five years of related experience, or an equivalent combination of education and experience for a level 3. Additional experience and/or education and competencies are required for higher level jobs. A Bachelor’s degree (Master’s preferred) in Electrical Engineering, Electronic Technology, or a related discipline plus additional of related experience is desired. Electronic circuit and/or circuit card design, electronics manufacturing, production experience, electronics quality assurance and reliability practices, and supervision and leadership of engineering designers and technicians are required competencies.
