Description

The Department of Veterinary and Biomedical Sciences seeks a Lead Financial Assistant to provide oversight in managing, monitoring, and processing daily, monthly, and yearly financial transactions for the department. This individual will facilitate the overall management of general, appropriated, and extramural funds in accordance with established policies and procedures. Specific responsibilities include: Provide financial support and guidance to the Department Head, Administrative Support Coordinator, faculty and staff, and the Office of Administrative Services; develop, compile, analyze, and incorporate financial data into a variety of reports on activity and balances; provide orientation for newly-hired faculty on department policies and procedures concerning budget management and spending funds within the University and department; oversee unemployment compensation issues/questions, providing faculty with unemployment costs to their budgets and determining and assigning budgets for use by College Administration for these charges; review and approve wage payroll and bi-weekly forms, Resolve Client Resolve FANS (CRFN) transactions, manage and interpret department grants, contracts, and proposals from federal, state, local agencies, private corporations and foundations providing guidance to faculty in interpreting sponsor and university guidelines and ensuring guidelines are followed; collaborate with College personnel and faculty in processing and managing College Competitive funds, student awarded funds, Student Technology funds, and Seed funds assuring that these funds are spent by termination date; routinely review and recommend continuous quality improvements to processes and procedures. Reconcile and monitor purchasing card transactions; review requests for journal vouchers; maintain backup files; review direct bills and distribute charges as appropriate. Typically requires a High School diploma or higher plus five years of related experience, or an equivalent combination of education and experience. Preference will be given to applicants with accounting experience and grant and contract funding. Experience with the Penn State financial systems, IBIS, eBuy, ERS, FileMaker Pro, FIT, iTwo, and SIMS is strongly preferred. Excellent oral and written communication skills, sound judgment, problem-solving skills, and solid organizational skills with attention to detail, are vital. Proficiency in the use of spreadsheet and database applications in analysis and reporting is required as are effective interpersonal skills. The position requires the ability to collaborate and work in a team environment. A working knowledge of Microsoft Office tools particularly Excel, Word and Outlook are essential.
