Penn State Human Resources is seeking a Talent Acquisition Specialist. This position will report to Penn State Human Resources, Manager of Talent Acquisition and will be embedded in The Applied Research Laboratory (ARL) at Penn State. ARL is an integral part of one of the leading research universities in the nation and serves as a University Center of Excellence in Defense science, systems, and technologies with a focus in naval missions and related areas. As a DoD-designated, U.S. Navy UARC (University Affiliated Research Center), ARL maintains a long-term strategic relationship with the U.S. Navy and provides support for the other services. ARL consists of approximately 1,200 employees (administrators, faculty, engineers, professional staff, union and students). We are seeking a team-oriented self-starter to join the Talent Acquisition team. The opportunity will focus on providing expertise in the areas of talent acquisition and sourcing. This position will be a part of the team that is responsible for the overall direction and design of ARL’s talent acquisition program, to include: Generate external awareness about ARL; develop creative strategies for hard to hire positions in the DoD arena; support and promote diversity goals; manage the development and implementation of approved recruitment and selection tools: train and develop ARL managers on best recruiting practices; proactively fill talent pipelines using both traditional and social media platforms, referrals, cold-calling, networking, and job fairs; monitor trends and developments in the field of talent acquisition; and provide analysis of data and information to support the future development of talent acquisition and human resources strategies. Compensation activities include: Establish and negotiate salaries; determine appropriate supplemental pay and cost of living adjustments; perform equity and salary analysis by participating in outside compensation surveys, working closely with the PSU Talent Acquisition and Compensation and Classification Department; and compile survey market data for future development strategies. This position will require travel for networking and events. Typically requires a Bachelor's degree or higher plus four years of related experience, or an equivalent combination of education and experience. Prior experience with high-volume recruitment of DoD technical professionals (Research and Development Engineers, Research Faculty, Cyber Security, and Information Technology) is preferred. Experience in a defense research and development organization is also preferred. Prior experience with talent management, employee engagement, and/or rewards and recognition is a plus. We are looking for an achievement-oriented talent acquisition professional who establishes aggressive goals, measures performance, has a can-do attitude, a sense of urgency, and can quickly deliver high quality candidates. Excellent judgment, self-management, customer service, verbal communication, written communication, and organizational skills are required. You must be able to show a proven record of creativity and innovation in the recruitment field. Additional requirements include: Experience using MS Word and MS Excel; knowledge of Human Resources laws and regulations; a commitment to fostering diversity; the ability to work well independently and as part of a team; a willingness and desire to learn new things in order to provide the exemplary service to hiring managers, candidates and Human Resources colleagues; the ability to present topics to various audiences; and the ability to work well with employees at all levels within the organization.
