The Office of the Corporate Controller, in conjunction with the University, is committed to fostering diversity, inclusion and equal opportunity and seeks an individual with a like commitment to provide management and supervision related to the capital funding and internal debt processes, as well as to support external debt and treasury functions. This role manages all activities related to capital budgets to ensure accuracy and applicability of funding sources and associated debt components; verifying approved funding as it relates to the University’s 5-year capital plan; as well as management of the internal debt program and support of the University’s external debt portfolio. This includes interpreting cashflows and expenses to provide analysis related to project financing, negotiating with units on capital funding and repayments, and offering guidance and supervision to staff on all capital funding matters. Examples include compiling or analyzing account reconciliations, reviewing capital project contracts and change orders, evaluating internal bank repayments, and compiling various related reporting. Additionally, this position evaluates, confirms, and approves requests for opening, increasing, decreasing or closing capital budgets. Prepares year-end reports, identifying cost classifications, and formulates financial schedules for the University Budget Office and Financial Reporting for use in financial statement preparation and other such requests. Expectations include the ability to perform high-level analysis of plant fund accounts, reserves, and capital budgets, experience in preparation of executive level summaries and recommendations within the context of accounting principles and University policy. Reporting could consist of gathering and analyzing information at the request of University senior leadership or compiling data for external requests such as responses to media for financial information, credit rating agencies or the University’s financial advisor for debt. Participates on the Integrated Capital Planning and Funding committee with representatives from the Office of Physical Plant (OPP) to coordinate processes related to capital planning and budgeting and serves as the Controller’s Office liaison with OPP for capital project system analysis, testing, and process improvement. Typically requires a Bachelor's degree or higher plus ten years of related experience, or an equivalent combination of education and experience. A Bachelor’s degree in accounting, finance, or related field highly preferred. Candidates should demonstrate knowledge in financial analysis and fund or account management. Experience with Microsoft primary applications, including Office 365 tools and knowledge of financial systems is desirable. Excellent verbal and written communication skills, strong organizational skills, and a proven record of success as a member of a professional team are required. Due to the financial or fiduciary responsibilities of this position, successful completion of a credit history check will be required in addition to standard background check.
