The Penn State Facilities Engineering Institute ( is seeking a highly motivated software Programmer/Analyst to design, develop, test, maintain, and support a variety of secure web-based custom facilities and energy related software solutions to support PSFEI staff and external Commonwealth of PA clients. Responsibilities include software development using the following applications: ASP.Net/C# Web Forms, Java Script, TypeScript, XML, JQuery, HTML, CSS, ASP.Net/C# MVC, DevExpress, DevExtreme, REST, Web Services, JIRA, Visual Studio, SVN, Git, and Microsoft SQL database and stored procedures. Experience using Microsoft Visual Studio 2017 integrated development environment for software development, Microsoft SQL for database development, JIRA and its workflows for defining software releases and task estimates, and Tortoise SVN/Git for source control is required. This job will be filled as a level 3, or level 4, depending upon the successful candidate's competencies, education, and experience. Typically requires a Bachelor's degree or higher plus four years of related experience, or an equivalent combination of education and experience for a level 3. Additional experience and/or education and competencies are required for higher level jobs. The ideal candidate will have experience in facilities or energy related software development. Excellent interpersonal, organizational, and communication skills are necessary to clearly communicate and document software design, code, processes, and solutions. The candidate must be able to work independently or collaboratively within a team and have a strong commitment to and record of successfully meeting goals and deadlines. The person in this position will interact and develop professional, working relationships with Commonwealth of PA agency personnel, internal staff team members, and external software vendors. The position is based in State College, PA; however, limited travel within PA is required. This position requires that you operate a motor vehicle as a part of your job duties. A valid driver’s license and successful completion of a motor vehicle records check will be required in addition to standard background checks. PSFEI has been providing specialized assistance to Commonwealth of PA agencies since 1947. This is a fixed-term appointment funded for one year from the date of hire with excellent possibility of re-funding.
