Educational Equity seeks a full-time counselor to deliver program services to eligible middle and high school students for our TRIO Talent Search Program located at the McKeesport City School District in McKeesport, Pennsylvania. Talent Search is funded by a grant from the U.S. Department of Education. The purpose of the position will be to assist students from families with income below 150 percent of poverty whose parents did not complete a baccalaureate degree to graduate from high school, enroll in postsecondary education immediately following graduation, and complete a postsecondary credential within six years of enrolling. Primary responsibilities include: Recruit and identify eligible participants in compliance with federally mandated enrollment benchmarks; Serve as the Penn State on-site program liaison and contact with school district personnel. Develop and maintain network of professional relationships with postsecondary institutions and community agencies; Review and monitor participants academic transcripts to guide implementation of grade-level appropriate activities and provision of academic, career, and postsecondary educational counseling; Collaborate with school district personnel to assist participants in scheduling high school courses and provide academic counseling and support services necessary to ensure completion of a rigorous academic curriculum; Assist participants with registration and academic preparation for college entrance examinations; Assist participants with applying to postsecondary education and with navigating the enrollment process; Provide information about financial aid and assist participants with applying for aid and interpreting financial aid packages; Monitor, evaluate, and plan for successful completion of federally mandated program objectives; Coordinate and chaperon field trips and campus tours; administer career interest surveys, study skills assessments, and SAT/ACT practice tests; Maintain accurate records and federally required documentation and reporting protocols; Develop programs appropriate for accomplishing educational persistence and achievement goals. This job will be filled as a level 1, or level 2, depending upon the successful candidate's competencies, education, and experience. Typically requires a Master's degree or higher in counselor education, college student personnel, psychology, social work, education, higher education administration, or related discipline or higher , or an equivalent combination of education and experience for a level 1. Additional experience and/or education and competencies are required for higher level jobs. This position requires strong oral and written communication skills, excellent organizational skills, and the ability to work effectively as an individual contributor and as part of a team. The ideal candidate will demonstrate successful experience providing workshops and educational activities to large and diverse groups. Experience working with low-income and/or first-generation students is essential. This position involves contact with minors and the following clearances will need to be completed and submitted prior to hire: PA State Police Criminal Background Check, PA Child Abuse History Clearance Form, and Federal (FBI) Fingerprint Criminal Background Check. This is a fixed-term appointment funded through June 30, 2020 with excellent possibility of re-funding. This is an 83.3% full-time equivalency (FTE) job. Will work 10 months per year, mid-August through mid-June. Full Penn State benefits included. This job is site-based within the McKeesport City School District and requires some overnight travel, evening and weekend hours.
