The Information Technology Services (ITS) Division at the Applied Research Laboratory (ARL) at Penn State is seeking an experienced Project Manager to join the ITS Project Management Department. This senior project position includes administrative, management, and professional responsibilities that direct the implementation and management of high-priority, highly complex, strategically important enterprise research projects. Responsibilities include: Task, direct, and oversee components of research office staff; work with research unit leadership to set and direct goals and compliance; manage multiple research projects simultaneously; review specialized designs and specifications; translate research requirements into specific software or hardware requirements; deliver work products throughout the project life cycle; keep up on current and emerging development architectures, technologies, and techniques to help best understand research office needs, priorities, and best paths to solutions; recommend/coordinate improvements to processes and procedures; and work with other ARL Managers, Staff, other Project Managers, and specialized or Research Leads to promote the use of Project Management (PM) best practices within the Project Management Office, and ensure that all projects in the research portfolio are managed following these practices. Typically requires a Bachelor's degree or higher plus eight years of related experience, or an equivalent combination of education and experience. A Master’s degree in Information Technology or Project Management, and possession of any industry certification, including IIBA, PgMP, Agile, and Business Relationship Management, is highly desired. Project Management of research related projects, risk and schedule management, and participation in studies of new and existing programs to determine feasibility, complexity, and level of effort for project requests experience is required. The successful candidate will have strong facilitative and consultative leadership skills, strong written and verbal communication skills, and hold a comfort level working with a diverse group of customers.
