Description

The Cyber, Data and Image Sciences Division of the Communications, Information and Navigation Office (CINO) within the Applied Research Laboratory (ARL) at Penn State University is seeking a Senior Cyber Program Manager to work at our sponsor site in Suitland, Maryland. This person will work hand-in-hand with the sponsor to provide high-quality technical solutions on a wide range of cyber related issues affecting the Navy and Intelligence Community mission related to protecting the warfighter. Duties include but are not limited to: Interacting with sponsors; delivering superior technical solutions; managing cost/scope/schedule of projects; coordinating with contacts and finance; and making hiring recommendations that meet the sponsors’ mission objective. This position will be directly involved with, or overseeing, the design of technical cyber program strategies in collaborative engagements with sponsor organizations, as well as overseeing technical project execution. Typically requires a Master's degree or higher plus twelve years of related experience, or an equivalent combination of education and experience. A Master’s degree in Information Systems, Management or Engineering is preferred. The successful candidate will have a strong background in cyber technologies, Information Operations (IO), Signals Intelligence (SIGNIT), operations mission planning, RF, and tactical platforms. This position requires expert-level program management and technical skills, as well as organizational acumen, and executive staff level experience. A broad working knowledge of cyber topics (i.e. cyber operations, mission planning, training, technology roadmaps, analytics, operations, testing and evaluation, etc.) applicable to evaluating feasibility and implementation of potential concepts is critical. You must be self-motivated, detail-oriented, responsible, team-oriented, and creative with excellent interpersonal, communication, and organizational skills and be able to maintain a high level of productivity guiding multiple projects simultaneously.
