The Cyber Data and Image Science Division of the Communications, Information and Navigation Office (CINO) within the Applied Research Laboratory (ARL) at Penn State University is seeking Senior Cyber Acquisition Engineers to work at our sponsor’s location in Suitland, MD. The successful candidates will have a strong background in Research and Development program management, acquisition oversight/support, and external communications/outreach. The position requires that the candidates work hand-in-hand with the Sponsor to link priorities, technology investments, and acquisition efforts directly to the overall mission related to protecting the warfighter. The candidate will be directly involved with supporting Action Officers in the acquisition design of technical cyber program strategies in collaborative engagements with sponsor organizations, as well as participating in Integrated Project Teams (IPT), as necessary. Duties include, but are not limited to: Interacting with sponsors; assisting project teams in the development of acquisition strategies; conducting market research; developing requirements documentation; conducting relevant studies; determining funding requirements; conducting source selections; and developing sound programs for projects. This job will be filled as a level 4, or level 5, depending upon the successful candidate's competencies, education, and experience. Typically requires a Master's degree or higher in an Engineering or Science discipline or higher plus ten years of related experience, or an equivalent combination of education and experience for a level 4. Additional experience and/or education and competencies are required for higher level jobs. A degree in Engineering, Information Systems, or Management preferred. The successful candidate must be able to identify and analyze technical issues and bring them to the attention of leadership, as well as propose solutions in order to minimize/mitigate risks. A broad working knowledge of cyber topics (i.e. cyber operations, mission planning, training, technology roadmaps, analytics, operations, testing and evaluation, etc.) applicable to evaluating the feasibility and implementation or potential concepts is also critical. Candidates must be self-motivated, detail-oriented, responsible, team oriented, and creative, with excellent interpersonal, communication, and organizational skills and is able to maintain a high level of productivity guiding multiple projects simultaneously.
