The Strategic Interdisciplinary Research Office (SIRO) is a research administration unit that is part of the Office of the Vice President for Research. The Office of the Vice President for Research is responsible for facilitating the $927-million-per-year research enterprise at Penn State by working with a broad range of units across the University. The mission of the Office of the Vice President for Research is to support a rigorous program of faculty and student research and creative accomplishment by enhancing the environment for scholarly and artistic endeavors, encouraging the highest standards of quality, and fostering ethical conduct in research. SIRO’s mission is to provide direct support for strategic multi-college and multi-institutional research efforts. This position will provide a variety of proposal development support services across Penn State’s 24 campuses serving diverse community of students, faculty, and staff. Penn State Global Programs provides the leadership for advancing Penn State’s global engagement strategy but works in partnership with all our academic units and interdisciplinary research institutes. Global Programs hosts about 1,500 international visiting scholars annually and building partnerships that promote international research and facilitate faculty and graduate student mobility are a core component of what we do. This position has played a significant role in helping Penn State enrich its global activities. Jointly funded by the Office of Global Programs and the Vice President for Research, this position will guide faculty teams as they develop university-wide, multi-university, global interdisciplinary research proposals. Knowledge of international solicitations from agencies such as USAID, NSF, DoE, etc. is important for this position. This position will assist with cultivating international relationships and provide guidance to both faculty and administrators related to research proposal development and joint innovation centers (JICs). Managing JICs is an important responsibility for this position. The candidate will be involved with recommending strategies and in coordinating faculty needs for launching international proposal development efforts. The position will be responsible for non-technical review of proposal sections to develop concise, clear, and consistent write-up’s to assure alignment of content as it relates to global funding agency requirements; coordinate red team proposal reviews and provide feedback and analysis of grant proposals as needed to improve and develop institutional knowledge on factors leading to success of international proposals. Additional responsibilities include: provide input to faculty members and proposal preparation staff on appropriateness of budgeted items, non-disclosure agreements and sub-awards; review terms and conditions associated with proposal solicitations (e.g., Request for Proposal); identify the University’s exceptions to the sponsor’s terms and conditions; review and resolve complex agreements for foreign research and industrial contracts; coordinate with office of sponsored programs on identifying contract terms and conditions, master agreements, consortium agreements, and membership agreements. Travel will be required to visit potential sponsors as part of the development of research projects. University Park is centrally located, just 3-4 hours by car from New York, Philadelphia Baltimore/Washington and Pittsburgh with a reliable commuter airport 10 minutes from campus. Typically requires a Master's degree or higher plus four years of related experience, or an equivalent combination of education and experience. This is a fixed-term appointment funded for one year from date of hire with a good possibility of renewal.
