Analysis and Planning Consultant

Penn State Outreach and Online Education is looking for an analysis and planning consultant with outstanding facilitation and communication skills to support the development, definition, and execution of unit planning processes and strategic road maps in support of the organization’s key business objectives. This role will report to the Director of Strategic Planning and Administration and work closely with the World Campus leadership charged with leading strategic priority areas around retention, conversion, program optimization, and organizational optimization objectives to develop strategic road maps, help define initiatives and solutions in support of that road map, and analyze and improve processes that enable and support World Campus planning. As a member of the Strategic Planning and Administration team, this position will play a key role in contributing to the refinement and maturation of the portfolio planning and management processes for World Campus, including facilitating efforts around defining, documenting, and improving business processes, especially those associated with unit strategic planning and project portfolio management. This role will work with a wide-variety of cross-functional stakeholders to understand business objectives, strategies, tactics, processes, and key data within each strategic objective to help facilitate the development of strategies and solutions to meet the organizational goals and to provide improved traceability of goals across all levels of the organization. The role will also help facilitate the definition and planning of key Outreach initiatives tied to University’s strategic plan as determined by the Vice President for Outreach and the Outreach Strategic Management Group. This job will be filled as a level 3, or level 4, depending upon the successful candidate's competencies, education, and experience. Typically requires a Bachelor's degree or higher plus three years of related experience, or an equivalent combination of education and experience for a level 3. Additional experience and/or education and competencies are required for higher level jobs. Experience with workshop facilitation with diverse audiences is strongly preferred. The successful applicant should be able to apply expertise to convey meaning around unit planning initiatives and processes. Process mapping and improvement skills are required. Excellent interpersonal and teamwork skills required, including a commitment to fostering diversity and inclusion in all its forms. The successful candidate must be able to creatively problem solve, be detail-oriented, and have strong time management skills. Required competencies also include: strong relationship building skills, interest in continuous learning, effective organization and project management skills to meet multiple deadlines and achieve results, creativity and innovation, strong analytical skills, general facilitation skills, strategic thinking skills, and excellent verbal and written communications skills. This is a fixed-term appointment funded for one year from date of hire with an excellent possibility of re-funding.
