Penn State Harrisburg (The Capital College) is seeking a Post-Award Specialist to execute all efforts within the Office of Research and Outreach necessary to support administration of research awards including contract negotiation, financial monitoring and reporting, and institutional compliance with contract terms and conditions. As a secondary priority, the Post-Award Specialist will also support research proposal development and submission activities within the Office of Research and Outreach. Responsibilities include: Negotiate with project sponsors, sub-awardees, and other partner institutions on behalf of Penn State Harrisburg to execute award agreements to perform sponsored research projects following award announcements. Set up project management and administration systems including budgets, cost centers, systems for approval of expenditure of funds, and for ensuring compliance with contract requirements. Process and monitor expenditure of funds and avoid unallowable charges to sponsors. Provide project investigators and academic unit leaders with monthly financial reports. Ensure timely submission of invoices to sponsors. Communicate regularly and coordinate with the College Bursar’s Office, College academic units and other administrative offices, with other University offices, and with external sponsors and partner organizations. Administer research seed funding programs of the Office of Research and Outreach. Support management and administration of centers and institutes within the Office of Research and Outreach and other units of the College. Support the development and submission of solicitation-compliant research proposals. Prepare proposal budgets, budget justifications, facilities descriptions, and other proposal components. This position is responsible for delivery of coordinated support for all research award management activities at the College, and for supporting expansion of research and creative activity at the College. This position is an integral part of an extensive team including the staff of the Office of Research and Outreach, plus a network of more than 240 research-active faculty members and 20 technical and administrative staff housed within the five academic schools and various research centers and institutes and administrative offices at the College. Typically requires a Bachelor's degree or higher plus two years of related experience, or an equivalent combination of education and experience. Professional experience in higher education sponsored research administration, and relevant professional certifications preferred.
