Description

The Thomas D. Larson Pennsylvania Transportation Institute (LTI) seeks a finance and business manager to fill a financial management and analysis position. The position has direct responsibilities for all financial aspects of the Institute, including oversight of proposal coordination and preparation, editorial services, and accounting. This position reports to the Director of LTI and is a member of the Institute’s leadership team. The individual filling this position should have a demonstrated ability to develop research project budgets, manage revenue and expenditures, and perform project management functions for sponsored research contracts and grants. In addition, the successful candidate will work with the LTI leadership team to recommend budgetary actions to support the unit’s strategic goals related to research, education, technology transfer, and outreach activities. Typically requires a Bachelor's degree or higher plus six years of related experience, or an equivalent combination of education and experience. The preferred candidate should also have experience using spreadsheet and project management tools, as well as budget management, financial analysis, forecasting skills, and experience with Strategic Information Management System (SIMS) and IBIS. The successful candidate should provide expertise and training to staff on the use of these tools. In addition, familiarity with various government-related research proposal submission and project management tools is a plus. Examples include: PennDOT’s Engineering and Construction Management System, Federal Transit Administration’s Transit Award Management System, Fastlane, and Grants.gov. Excellent verbal and written communication skills and a proven track record of success as a member of a professional team are required.
