The Information Technology Manager (IT Manager) is an entry-level management position that will coordinate all aspects of telehealth, data security, and information technology (IT) needs for the Sexual Assault Forensic Evaluation Telehealth (SAFE-T) Center within the College of Nursing. This will involve a series of complex and groundbreaking information technology projects to ensure that program goals are accomplished within the established time frame. The IT Manager will confer with other personnel to resolve issues, develop business processes to meet grant requirements, and coordinate all program and component activities with business teams to ensure all goals are met. Most importantly, the IT Manager will partner across Penn State and Penn State Health to ensure that all IT compliances, policies and guidelines are met within each grant. Specific duties include but are not limited to: Consult with leadership and review project proposals to determine goals, time frames, funding limitations, and procedures for accomplishing project, staffing requirements, and allotment of resources. Manage a large budget of 1-2 million dollars and set funding priorities. Prioritize IT initiatives within the scope of the larger program, including determination of dependencies. Demonstrate sound judgment by considering IT security risks, impact and implications of actions within the IT environment. Develop program plans specifying goals, strategy, budgets, staffing, scheduling, risks, contingency plans, and allocation of available resources to support highly complex information technology projects. Direct and coordinate activities personnel, to ensure that individual progress is on schedule and within budget. Prepare IT status reports and keep leadership and others informed of program and component project status and related issues. Serve as a spokesperson for the telehealth technology and data security aspects of the SAFE-T Center program; present at meetings and conferences about the SAFE-T Center telehealth technology. Confer with other Penn State personnel to resolve issues. Ensure administration, preservation, tracking, security, and functional status of all SAFE-T Center information technology equipment. Develop standard operating guidelines and training documentation with respect to SAFE-T Center information technology. Coordinate the integration of vendor tasks, and track and review vendor deliverables. Keep abreast of information technology methods, security and techniques to assess trends. Typically requires a Bachelor's degree or higher, or an equivalent combination of education and experience. Qualifications include: IT management experience, basic understanding of multi-media and digital technologies, and current trends in the industry. Must be familiar with ITIL methodologies. Ability to manage all aspects of multifaceted information technology programs. Ability to influence and leverage the skills of others, determine goals, funding limitations, procedures for accomplishing program objectives, staffing requirements, and allotment of resources. Ability to develop business processes that ensure developed application meets all project requirements and develop and execute quality assurance test plans. Ability to effectively present information and respond to questions from individuals and groups of managers and personnel in order to keep management and others informed of program status and related issues. Ability to work effectively with diverse populations and audiences, set clear expectations and effectively coach, mentor and motivate staff. Ability to be flexible and adaptable to changing demands, and desire to be an integral part of a dedicated team. Advanced oral, written and presentation skills. Demonstrated capacity to communicate broadly with a large community of diverse stakeholders. This is a fixed-term appointment funded for one year from date of hire with excellent possibility of re-funding
