Description

Penn State Human Resources invites applications for the Senior Director of Labor and Employment Relations. Reporting to the Vice President for Human Resources, this position will provide leadership to the Labor and Employee Relations Center of Expertise and Professional Services teams. Primary responsibilities are: determine strategic objectives, priorities, and performance standards; resolve highly complex and/or sensitive human resources issues involving faculty, staff, and administrators; negotiate collective bargaining agreements with labor unions representing University employees; consult with the Office of General Counsel, Risk Management, Affirmative Action Office, the Office of Ethics and Compliance, and various other University partners regarding employee and labor relations issues, litigation, and the impact and application of federal and state laws and regulations; supervise and/or provide direction to labor and employee relations staff; collaborate in the formulation and implementation of University policy and long-range HR programs and plans; and serve as a key member of the HR Leadership Team. The position requires deep knowledge of employee relations practices, public labor law, and advanced principles of management. Qualified candidates will have the ability to effectively resolve conflict in a highly matrixed environment; develop and maintain trust and credibility with executives, administrators, faculty, managers, and staff; persuade and influence individuals to achieve positive results which mitigate risk; exercise sound judgment when making decisions; and develop and implement effective solutions to highly complex and often controversial employee and labor relations issues that may have University-wide impact. Demonstrated competencies in the following areas also will be required: superior oral and written communication skills; strong analytical skills; collective bargaining experience; collaborative and flexible decision-making style; commitment to fostering diversity and equal opportunity; vision to assess and proactively lead organizational change based on changing needs; and commitment to developing and mentoring staff. Typical requirements include a Bachelor`s degree or higher plus twelve years of related experience, or an equivalent combination of education and experience. 10+ years of Total Human Resources Experience, 3+ Years leading Labor and/or Employee Relations for a similar sized organization/institution, Sat 1st Chair for Labor Contract Negotiations of 3+ contracts, Experience building an LER Strategic Roadmap. A Master’s degree is preferred, as well as prior labor and employee relations experience in a higher education setting.
