The Information Technology Services Division of the Enterprise Operations Office of the Applied Research Laboratory (ARL) at Penn State is seeking an experienced Cyber Engineer to coordinate, design, recommend, evaluate, and manage new and existing security services, controls, solutions, processes, and procedures. This job will be filled as a level 2 or level 3, depending upon the successful candidate's competencies, education, and experience. Typically requires a Bachelor's degree or higher plus two years of related experience, or an equivalent combination of education and experience for a level 2. Additional experience and/or education and competencies are required for higher level jobs. A Bachelor’s degree (Master's degree preferred) in Information Security, Information Technology, or Computer Science is desired. The following experience areas are preferred: Operational experience and policy and procedure development; test plan creation; security plan development; plan of action and milestone development; training material development; risk assessment planning and preparation; NIST/ISO standards, DoD directives, and regulatory requirements under DoD/DSS; and definition and interpretation of audit requirements. Required experience areas include: Demonstrable knowledge in security/event log auditing of Windows and UNIX/Linux operating systems; vulnerability management tool such as Tenable Security Center; endpoint security management such as McAfee ePO; SEIM management; hands on experience with RMF and DIACAP certification and accreditation process; TCP/IP Network analysis and network/packet level examination; network monitoring; virtualization; firewall management and auditing; incident response handling; and IT forensics. The ability to certify and maintain information security certifications (CISSP, GSE, CCNA Security, Security+) is necessary. Soft skills include: Effective analytical and problem solving skills; excellent communication skills; efficient organizational, multitasking, and time management abilities; and an aptitude to work independently, as well as in diverse teams across multiple IT disciplines.
