The Security Services Division in the Applied Research Laboratory (ARL) at Penn State is seeking an experienced Facility Information and Personnel Security Specialist to assist with the development and management of standard practices, procedures, and processes for an advanced and evolving, agile and efficient security framework, while ensuring compliance with all government and University policies and regulations. Responsibilities include: Provide security support and outstanding customer service to all organizational groups and employees in a very fast-paced and complex environment; oversee the management of advanced security programs supporting the entire organization in a very service-driven environment such as Communications Security (COMSEC), Operations Security (OPSEC), and Personnel Security (PERSEC) as well as physical security systems and counterintelligence, to include briefings and trainings; mentor and/or lead other security professionals, assist with training, development, tasking, and evaluation; and prepare for and represent ARL in all aspects of security inspections and oversight by U.S. government agencies. This job will be filled as a level 3, or level 4, depending upon the successful candidate's competencies, education, and experience. Typically requires an Associate's degree or higher plus five years of related experience, or an equivalent combination of education and experience for a level 3. Additional experience and/or education and competencies are required for higher level jobs. An Associate's or Bachelor’s degree in a related field is desired. The following experience areas are preferred: Knowledge of National Industrial Security Program Operating Manual (NISPOM) requirements, security practices, and procedures; an understanding of security guidance and accountability requirements of classified information and material; Security Information Management System (SIMS) software; DoD systems and industrial security; government security clearance process and requirements; physical security principles, including electronic access controls, alarm systems, and video surveillance; compliance; and risk-management. Prior experience successfully leading projects or employees is also preferred. Some background in any of the following is required: Security; military law enforcement; policy development/writing; training/briefings; and/or compliance experience. Fluency with Microsoft Office software, databases, and web applications is also required. We are looking for a service-oriented team-player with polished interpersonal and office representation skills, including above average written and verbal communications and excellent attention to detail. Candidate selected will be subject to a government security investigation. You must be a U.S. citizen to apply.
