Description

Penn State Human Resources is currently seeking a Senior Recruiting and Sourcing Specialist to lead a team that recruits and sources candidates for placement into full-time staff positions within the University. This position is also responsible for supervising and coordinating the efforts of the assigned Recruiting and Sourcing Specialists to ensure the delivery of extraordinary recruitment and sourcing services to clients throughout the University. Perform manager back-up responsibilities as needed. This position is responsible for a consultative approach to support and deliver extraordinary recruitment and sourcing services to clients; leads the efforts of a team of recruitment and sourcing specialists in assigned areas of focus and actively supports efforts to increase diversity in candidate pools; and develops recruitment strategies including identification of methodologies to solicit candidate interest, coordinates internal and external research resources, contacts prospects, completes candidate interviews, develop progress reports, and document candidate qualifications and references. Collaborates with management, HR Strategic Partners, and HR Consultants to lead efforts for effective searches including providing consultation on recruitment and search best practices; ensures compliance with recruitment and branding strategies developed by Talent, Diversity, and Inclusion Center of Expertise. Responsibilities include leading the efforts of a team of recruitment and sourcing specialists in assigned areas of focus; developing recruitment strategies to identify diverse highly-qualified candidate pools for assigned positions; collaborating with management, HR Strategic Partners, and HR Consultants to lead efforts for effective searches including providing consultation on recruitment and search best practices; ensuring compliance with recruitment and branding strategies developed by Talent, Diversity, and Inclusion Center of Expertise and provide feedback on potential process improvements; developing methodologies for recruitment of candidates, implementing strategic plans to solicit internal and external candidate interest, ensuring follow-up with passive candidates; identifying candidates via a variety of strategies including networking, conducting queries within resume databases, direct sourcing, researching, employee referral programs, internet recruiting, advertising, job fairs, associations, career events and college recruiting; reviewing candidate profiles for existing and potential future searches considering the long-term interests of the University in the development of candidate relationships; screening and assessing candidates against job requirements; preparing candidate briefs for qualified candidates to present for further consideration; conducting phone interviews and screening for qualifications; networking extensively and utilizing multiple sourcing avenues (e.g. data mining, Internet sourcing, and identification of passive job seekers); and monitoring and applying HR recruiting best practices. This job will be filled as a level 3, or level 4, depending upon the successful candidate's competencies, education, and experience. Typically requires a Bachelor's degree or higher plus four years of related experience, or an equivalent combination of education and experience for a level 3. Additional experience and/or education and competencies are required for higher level jobs. This is a fixed-term appointment funded for one year from date of hire with excellent possibility of re-funding.
