Description

The Guidance and Control Technologies (GCT) Division of the Undersea Systems Office (USO) of the Applied Research Laboratory (ARL) is seeking a Department Head for the Tactical Processing Department. The Tactical Processing Department’s mission is to develop, analyze, and deliver tactical processing capabilities for the autonomous, intelligent control of undersea systems. The department is responsible for developing algorithms for situational awareness, and autonomous decision making, and analyzing acoustic, sensor, and vehicle data work for Science and Technology demonstrations as well as Engineering Development and In-Service weapons programs. The Tactical Processing Department serves as the leading resource for the undersea systems community in situational awareness, guidance and control, and autonomous decision-making. This position may be filled by either a Research Faculty or Research and Development Engineer. Responsibilities will include, but are not limited to: Technical Leadership: Provide technical expertise and direction through the development of outstanding research and engineering capabilities within the Tactical Processing Department; work closely with the USO leadership team to ensure rigorous execution, sound research and engineering practices, and the highest standards of technical work. Organizational Leadership: Develop and execute the strategic vision, goals, and plans of the Tactical Processing Department in concert with the Guidance and Control Technologies Division, the Undersea Systems Office, and ARL. Resource Management: Work closely with the leadership of all USO programs, as well as with PMs/PIs of other ARL programs as applicable, requiring Tactical Processing development to properly plan, staff and execute those programs. Personnel Management: Define performance expectations, identify professional development and training opportunities, and evaluate professional growth through performance reviews; recruit, retain and develop top notch engineers to build, develop and advance the core competency of the department; develop expert faculty and staff in relevant scientific fields and engineering disciplines; advise, encourage, and facilitate personnel to create and explore innovative technologies and research opportunities. Experience managing programs, people, and organizational units, and a demonstrated capability to set and meet goals and objectives is required. Effective verbal and written communication and presentation skills are also required. The successful candidate should have the following attributes: Proven ability to obtain external funding for proposed research; willingness and ability to periodically travel to represent ongoing programs with sponsors and to develop new research initiatives; broad experience across relevant defense and related U.S. Government domains; experience with Navy, Department of Defense, and industrial research funding activities; good presentation skills for effective verbal and written communication; and effective supervisory experience. Possession of a security clearance is highly desired. Typically requires a Master's degree or higher in an Engineering or Science discipline or higher plus ten years of related experience, or an equivalent combination of education and experience. Degrees in Science, Engineering and Mathematics are preferred. Candidates selected will be subject to a government security investigation. You must be a U.S. citizen to apply. Employment with the Applied Research Laboratory will require successful completion of a pre-employment drug screen. This is a one-year, fixed-term renewable appointment.
