The Contracts Office at The Applied Research Laboratory (ARL) at Penn State is seeking a Grants and Contracts Administrator to: Pursue, negotiate, and administer sponsored programs; identify internal/external funding opportunities and monitor funding trends; review budget and budget justifications; oversee the proposal preparation process and submit proposals; review and process financial and non-financial agreements; review agreements and sub-awards, process modifications to existing agreements, monitor appropriateness of expenditures and compliance with contractual requirements, negotiate contract terms, close out awards and sub-awards, and coordinate processing of suspension, termination, and stop work orders; notify University employees of special contractual requirements and advise and ensure compliance with University guidelines; provide training to University employees on grants and contracts administration; assist technical staff in the preparation and submission of reports; supervise proposal staff and correspond with sponsors and sub-recipients regarding performance issues; and consult with Research Accounting, Intellectual Property Office, Risk Management, Legal Counsel, and other central administration offices regarding special terms and conditions of sponsored programs. This job will be filled as a level 3, or level 4, depending upon the successful candidate's competencies, education, and experience. Typically requires a Bachelor's degree or higher plus six years of related experience, or an equivalent combination of education and experience for a level 3. Additional experience and/or education and competencies are required for higher level jobs. A Bachelor's degree in Business Administration, Finance, or Management is desired. Experience with various University systems (SIMS, Arlink, IBIS) is preferred. Previous supervisory experience is also preferred. The following experience is required: Negotiation and administration of various government sponsor agreements; oversight of the proposal preparation process; the review and process of agreements (both financial and non-financial); negotiation of contract terms; a working knowledge of Federal Acquisition Regulations; and compliance assurance.
