Reporting directly to the OVDRGS, manage day-to-day business processes and activities related to the various Research Cores, including billing and invoicing (with Accounts Payable), inventory for consumables (with Financial Coordinator), and service contracts (with RQA and the OVDRGS). Develop and implement metrics reporting for core use, including information on total internal and external users and turn-around times between sample submission and results return, as well as turn-around times between sample submission and billing to submitters for services. Analyze data collected and review with Cores Technology Director and OVDRGS to set performance targets for individual Cores and Core Managers. Line Manage Cores Financial Coordinator and select support staff for Cores. Develop and implement standing customer feedback mechanisms, including but not limited to: surveys, 360 degree reviews, etc. Conduct staff training on how to use these various reporting and analysis tools. Conduct stakeholder outreach to Department Chairs and PIs to better understand their current and impending research needs; compile this information into planning reports for review by OVDRGS and Business and Finance. Work with the Director of the Cores and OVDRGS to develop and implement policies and procedures related to Core Facilities services. Work with the Technology Director to create and update a 3-5 years rolling equipment inventory plan tracking performance, repair needs, projected date by which the equipment will need to be replaced, along with pricing information for these areas in order to feed into budget planning. Work with Technology Director and staff to roll out consistent communications with customers on updates to policies, procedures, services, deadlines, workflows, etc. Maintain relationship with individual Core managers for updates on equipment, trouble-shooting, etc. and issue comprehensive communications updates to customers/PIs (such as equipment repairs, changes in hours, etc.) Manage Finance, HR, Facilities and IT operations across the Research Core Facilities portfolio. Develop relationships with and act as liaison between supervisors/managers, employees, customers, designated vendors, and trade or industry organizations related to management of the Research Core Facilities. Advise senior management on a variety of operational, human resources, and financial issues related to the Cores accordingly. Develop budgets for new and existing programs, prepare financial analysis such as long-range forecasting of income and expenses and develop/implement financial strategies integral to strategic planning for Research Core Facilities. Work with Core Managers, Web Services, and OVDRGS Marketing to develop promotion materials advertising our Core services to both internal and external users. Track metrics related to marketing performance and usage rates. Work with Purchasing as necessary to develop, manage or negotiate contracts in support of Cores initiatives. Recommend changes in operational procedures based on broad perspective. Implement and ensure continuous quality improvement initiatives to enhance Research Core Facilities offerings. Attend and represent the Research Core Facilities at a variety of meetings as needed to share data updates, facilitate project management support, or special projects execution, and/or sit on committees as needed. Should have a strong background in Process and Quality Improvement and demonstrated experience implementing improvement measures, metrics, and change management. Typically requires a Bachelor's degree or higher plus five years of related experience, or an equivalent combination of education and experience. MA or MBA preferred.
