Manage day-to-day business processes and activities related to the HSPO portfolio, including Finance, HR, Facilities and IT operations, including documentation of SOPs and other knowledge management transfer needs. Advise senior management on a variety of operational, human resources, and financial topics related to the HSPO accordingly, manage internal and external HR processes related to hiring and departures. Work with the Regulatory and Compliance Director of the HSPO (Dr. Hay) and OVDRGS to develop and implement policies and procedures related to HSPO/IRB operations. Work with Regulatory and Compliance Director and staff to coordinate and execute roll out of communications with customers on updates to policies, procedures, services, deadlines, workflows, etc. Work with the HSPO Compliance and Regulatory Director (Dr. Hay) to create and update a 3-5 year strategic plan looking at training needs and planning, succession planning, workflow improvements, and Central IRB transition planning, etc. Develop and implement metrics reporting for HSPO, including information on total protocol submissions received (monthly) and turn-around times between submission and approvals/rejections. Analyze data collected and review with Compliance Director and OVDRGS to review volume, performance targets and resource needs for HSPO department and individual compliance specialists/trainers. Manage HR administrative processes (time off requests, coordination of annual evaluations, etc.) for Compliance Specialists and other junior HSPO staff. Develop and implement standing customer feedback mechanisms, including but not limited to: surveys, 360 degree reviews, etc. Conduct staff training on how to use these various reporting and analysis tools as well and functional financial management. Conduct stakeholder outreach to key COM senior management, Department Chairs, and PIs to better understand their current and impending HSPO/IRB support needs; compile this information into planning reports for review by Compliance and Regulatory Director, OVDRGS, and Business and Finance. Develop relationships with and act as liaison between supervisors/managers, employees, customers, designated vendors, and trade or industry organizations related to management of HSPO operations. Develop budgets for new and existing programs, prepare financial analysis such as long-range forecasting of income and expenses and develop/implement financial strategies integral to strategic planning for the HSPO. Coordinate with COM Web Services to provide updated information for end users. Work with Purchasing as necessary to develop, manage or negotiate contracts in support of HSPO initiatives. Recommend changes in operational procedures based on broad perspective. Attend and represent the HSPO at meetings and discussions as needed to share data updates, facilitate project management support, or special projects execution, and/or sit on committees as needed. Implement and ensure continuous quality improvement initiatives to enhance HSPO operations and provide high levels of compliance, support, training and education for the COM research community. Perform any other duties as assigned. Typically requires a Bachelor's degree or higher plus five years of related experience, or an equivalent combination of education and experience. MA or MBA preferred.
