Oversee information gathering, process design and development, and implementation recommendations for integrating clinical and scientific research being conducted by Penn State Health affiliates into the wider PSU research framework. Work closely with Penn State Health (PSH) and College of Medicine (COM) Executive, IT Leadership, PSH affiliates staff and leadership (ex, St. Joseph’s Hospital), business unit administrators, and business associates to identify, understand, document, and prioritize enterprise business goals, information needs, and value-creating opportunities for major constituents. Contribute to the definition and ongoing refinement of Program Management methodology, processes, and toolsets. Develop and advance tactical and strategic business plans through the definition and management of a continually changing set of inter-dependent technology and business projects. Mentor and guide assigned intra-departmental collaborators on stakeholder engagement, information gathering, and analysis. Develop and manage the overall program budget, resource plan, and delivery schedule. Guide, authorize, and monitor the scope and resourcing of individual support projects. Develop high-level business system requirements and conceptual design. Through close partnership with organizational leaders, managers, project managers, technical architects, and Information Security and Privacy Officers, facilitate the translation from conceptual design into system design. Facilitate business discussions to develop key performance indicators (KPIs), service level expectations, and associated operating policies. Lead the development of organizational and technical frameworks to evaluate and report performance. Manage complex vendor contracts and sourcing arrangements. Lead system acquisition analysis, including the development and review of RFI/RFPs. Create awareness of process opportunities by leading structured internal assessments, industry best-practice analysis, and SWOT analyses (strengths, weaknesses, opportunities, threats). Facilitate the development of process/organizational models needed to evolve electronic business strategies. Lead systematic, requirements-driven research, seeking creative ways to elevate the capabilities of processes and technology systems to meet business needs and the needs of the customer. Assist business units in their understanding of inherent business risk associated with the adoption of composite solutions comprised from various technical components, sources, and processes. Lead multi-disciplinary consensus-driven workgroups and conduct training and awareness presentations to organizationally diverse internal and external audience. Develop and deliver written proposals to senior leadership. Lead PSH and COM teams in the development and sustenance of external partnerships with PSU colleagues, vendors, and business associates to propel PSH and COM strategic business initiatives, increase service levels, and minimize PSH and COM operations. Typically requires a Master's degree or higher plus four years of related experience, or an equivalent combination of education and experience. Additional years of broad-based, progressive experience in clinical or academic Business required or a program management or portfolio required.
