Plan, direct and collaborate on preparation of facilities and administrative rate submissions including liaison with provider of third-party software and participate in rate negotiation with Office of Naval Research. Serve as liaison with Defense Contract Audit Agency and Office of Naval Research for federal audits and reviews such as indirect cost proposal, internal control systems, and other costing/compliance issues. Brief management on audit findings/questioned costs, provide input on appropriate responses, and recommend appropriate policy/procedure changes resulting from audit findings. Direct and/or review preparation and submission of other cost recovery rates such as fringe benefits and internal overhead. Administer cost accounting for the University with particular emphasis on federal costing policies and regulations including participation on standing University leadership group and ad hoc committees, providing interpretive guidance to departments, and implementing policy and/or process changes to facilitate compliance. Provide oversight of AD15 Fees and Rates for Facilities and Services and the fee review process with particular emphasis on regulatory compliance with rates charged to the federal government. Ensure that cost disclosure statement is periodically reviewed and amended as needed to reflect changes in University organizational structure and business processes and cost practices follow disclosure statement. Direct financial analyses and reconciliations to optimize the University’s cost recovery, ensure compliance with federal regulations and provide cost data for external reporting. Manage Cost Analysis with regard to personnel issues such as hiring, training, performance reviews, facilitating communication, scheduling, and process changes. Typically requires a Bachelor's degree or higher plus eight years of related experience, or an equivalent combination of education and experience.
