Financial Planning and Operations, a division of Enterprise Information Technology, is seeking an individual with experience in contract management, vendor relations, and procurement processes. The position will be part of a team that is responsible for all aspects of the contract management and acquisition process for Enterprise IT. In consultation with internal units, this position will be responsible for leading and managing the investigation and evaluation of contract opportunities. This position will serve as liaison to Procurement Services, Risk Management, Office of General Counsel, and other University departments, as required, to promote effective business relationships, to establish new contracts, to renew or renegotiate existing contracts, and to advance sourcing programs and projects. The successful candidate must demonstrate expertise in IT acquisitions, including software, hardware, and services. The candidate must apply effective knowledge and experience to the contract negotiation process, including; coordination of resources, internal and external communications, development of RFPs and RFQs, negotiation, and the ongoing identification of potential risks. Candidate must have a proven track record of obtaining business results that have made an impact to the enterprise’s value through cost savings/avoidance, enhancing IT services, and documenting and implementing process improvements. The ability to establish, develop, and maintain effective working relationships within the unit, other Penn State units, internal customers, and vendors is essential. The successful candidate must demonstrate the ability to maintain and manage contract and vendor information and to communicate that information appropriately to defined audiences. This position requires a person who is detail oriented with proven critical thinking skills and who has the ability to prioritize and work independently. Additional requirements include proficiency with electronic systems, exceptional listening skills, clear verbal and written communication skills, effective presentation skills, and knowledge and adherence to applicable Penn State policies and guidelines. The ability to thrive in an open team environment and support work environment behaviors that have been collectively established by the group is a must. A strong commitment to diversity and inclusion is required. Typically requires a Bachelor's degree or higher plus four years of related experience, or an equivalent combination of education and experience. Experience in higher education is preferred. Proficiency in Microsoft Office is required.
