Jointly funded by the Office of Global Programs and the Vice President for Research, this position will guide faculty teams as they develop university-wide, multi-university, interdisciplinary research proposals for global research opportunities. Cultivate relationships and provide guidance to both faculty and administrators related to research proposal development. Recommend strategies and help coordinate faculty needs for proposal development staff at Strategic Interdisciplinary Research Office and appropriate departments across Penn State. Responsible for non-technical review of proposal sections to be concise, clear, and consistent to assure alignment of content as it relates to global funding agency requirements; coordinate proposal reviews and provide review and analysis of grant proposals as needed to improve and develop institutional knowledge on factors leading to success and failure of proposals. Provide input to faculty members and proposal preparation staff on appropriateness of budgeted items, non-disclosure agreements and sub-awards. Assist faculty in connecting with relevant professionals for development of special proposal sections, such as data management and project assessment. Review any terms and conditions associated with proposal solicitations (e.g., Request for Proposal); identify the University’s exceptions to the sponsor’s terms and conditions. Review highly complex agreements for foreign research and industrial contracts; negotiate appropriate terms and conditions in compliance with University policy; draft master agreements, consortium agreements, and membership agreements. Travel will be required to visit potential sponsors as part of the development of research projects. This job will be filled as a level 3, or level 4, depending upon the successful candidate's competencies, education, and experience. Typically requires a Master's degree or higher plus four years of related experience, or an equivalent combination of education and experience for a level 3. Additional experience and/or education and competencies are required for higher level jobs. This is a fixed-term appointment funded for one year from date of hire with excellent possibility of re-funding.
