A description of our new business approach can be seen at Penn State Extension is seeking a high performing individual interested in providing leadership, direction and oversight to the operational/business functions of the assigned geographic area for Penn State encompassing the areas of finance, personnel management, development, relationships and special initiatives. Specific responsibilities include: Financial Leadership and Management. Oversee complex and growing business operations for a specific geographic area of Penn State Extension with a focus on centralization, compliance and efficiency. Provide leadership and direction of business unit in the areas of organizational policy, procedure and practice; present updates and information to supervisor and assigned staff. Strategize with senior leadership on approach and best practices to accomplish the organizational operational vision; lead assigned responsibilities. Work collaboratively with Client Relationship Manager on county budget allocation and expenditure. Advise senior leadership on financial and operational issues and proposed solutions. Champion organizational change through effective positioning of issues and development of strategies to address change. Oversee adherence to policies, procedures, and controls and coach and mentor others in administration of such. Administer funding to ensure compliance with source and purpose; oversee details of partnerships, memorandums of understanding and other agreements with external stakeholders. Develop budgets; prepare financial analysis, forecasts, and reports; ensure funds are available for operations. Authorize budgetary transactions; strategize methods for optimal use of funds. Analyze reports, identify trends, present data; evaluate and identify methods to enhance revenue and adopt new approaches. Personnel Leadership and Management. Advise senior leadership on employee issues and proposed solutions; direct assigned administrative staff through strategic initiatives and organizational processes. Articulate organizational vision and strategies to align with the vision; communicate to ensure understanding and expectations. Develop key performance indicators and metrics for staff. Plan workforce to ensure growing organizational needs are met; recruit, hire, orient, mentor, develop and evaluate staff. Supervise and direct work activities of a large geographic unit that supports a complex organization. Resolve complex issues and concerns; respond to risk management issues and engage appropriate individuals in discussions and resolution to issues. Ensure unit excels in customer service to internal and external clientele. Ensure an environment which supports diversity and in which positive communication and actions occur. Provide orientation and updates for staff on organizational vision, structure, operations, and relationships. Continuously communicate with leadership and across the organization through formal and informal methods. Engage in opportunities for networking for positive relationships, potential collaboration, understanding and appreciation of Extension and its complexities. Facilitate human resource actions for administrative support positions. Relationship Leadership and Management. Understand and articulate the mission of the College of Agricultural Sciences and Penn State Extension. Develop and maintain relationships with internal and external stakeholders to ensure effective communication, collaboration and follow through on organizational initiatives, commitments and issues; maintain knowledge of complex issues. Collaborate with Client Relationship Manager to build effective working relationships and liaisons within the geographic area to include county government and other partners. Office and Facility Leadership and Management. Manage and oversee the operation and maintenance of the Extension offices and any auxiliary facilities such as 4-H centers. Manages and oversees the purchase and maintenance of equipment for office support. Continuously review and streamline local/district business function to respond local business function to respond to new business models. Consult with Penn State CAS IT office(s) and county IT about technology planning and purchasing of equipment and software for staff. Leadership for Special Initiatives. Strategize to develop solutions to unique situations across the organization (financial, human resources, development, etc.); ensure University, Extension and county requirements are met. Compose communications on complex and confidential issues. Serve as a member of the management team (in and across units) engaged in planning, development of procedures, and problem solving. Candidates must demonstrate effective human relations skills and a commitment to diversity. Experience in supervising, coaching and mentoring is essential as is outstanding oral and written communication skills and the ability to listen effectively. Candidates must also demonstrate management experience in budget administration, project direction and oversight, building and maintaining relationships, and application of policy and procedure. Typically requires a Bachelor's degree or higher plus three years of related experience, or an equivalent combination of education and experience. Travel is required. This position requires the operation of a motor vehicle as part of the job duties. A valid driver’s license and successful completion of a motor vehicle records check will be required in addition to standard background checks
