Construction Services Representative

The Pennsylvania State University, Office of Physical Plant, Department of Design and Construction, seeks a highly motivated individual for the position of Construction Services Representative (CSR). This position reports to the Manager of Construction Services and will be part of a dynamic team to help successfully complete various construction projects. The CSR acts as the University’s primary point of contact for contractors/subcontractors and installers on assigned construction projects. The CSR visits and inspects project construction sites and monitors work for conformance with construction documents, quality standards, safety standards, University procedures, building codes/regulations, and adherence with the University’s Design and Construction standards. The CSR investigates, documents, and reports on problem situations, potential change orders, errors and omissions, safety issues, and advises the contractor when necessary to implement corrective action. The CSR conducts (or attends) job conferences, compiles status reports, daily logs, maintains/coordinates construction progress photos, and participates in contractor evaluations. The CSR reviews and approves contractor pay applications and conducts the initial review on contractor-submitted change orders. During a project’s design phase, the CSR may review documents for quality conformance, constructability, and proper sequencing/phasing. The CSR may also attend design review meetings, pre-bid conferences, and scoping/de-scoping meetings. During construction, the CSR coordinates the interaction and efforts of contractors/subcontractors, design professionals, Penn State customers, Office of Physical Plant divisions, Penn State agencies, students, and the general public to minimize disruption to the University and public. At the completion of a project, the CSR manages the punchlist process and building/project turnover to facilitate a smooth transition from contractor to the Penn State customer. The CSR also stays abreast of industry trends and recommends quality improvement initiatives to ensure Construction Services provides the highest quality service in a cost effective manner in support of Penn State projects. The ideal candidate will have outstanding communications and documentation expertise, sound judgment, proven people management skills, and exceptional collaboration abilities. Demonstrated experience in working with all disciplines of a construction project (site/utility, general trades, HVAC, plumbing, fire protection, BAS, electrical, and telecommunications) is preferred. A current OSHA 30-hour certification is required, or must be completed within six months of employment; discipline-specific ICC (International Code Council) certifications are also beneficial. This job will be filled as a level 3, or level 4, depending upon the successful candidate's competencies, education, and experience. Typically requires a Associate's degree or higher in Engineering, Construction Management or related discipline or higher plus four years of related experience, or an equivalent combination of education and experience for a level 3. Additional experience and/or education and competencies are required for higher level jobs. This position requires that you operate a motor vehicle as a part of your job duties. A valid driver's license and successful completion of a motor vehicle records check will be required in addition to standard background checks.
