The Enterprise Operations Office in the Applied Research Laboratory (ARL) at Penn State University is looking for a Proposal Specialist to join our Proposals Department. Responsibilities include: Analyze, review, prepare, and process proposals and budgets, including, but not limited to, firm fixed price, cost plus fixed fee, and time and materials, to various federal agencies and industrial sponsors; provide improvements to the review, analysis, and process of proposal requirements; provide input to functional development and implementation of automated electronic web-based proposal processes, including system requirement development and system testing; assist supervisor in the maintenance of the Proposal Department web site; and assist with the coordination of individual proposal and proposal system audits with DCAA. A Bachelor's degree in Business Administration, Finance, or Management is desired. Experience with various University and ARL systems (SIMS and Arlink) is preferred. Experience in the following is required: Preparation, assembly, and submission of proposals; preparation, review, and analysis of budgets; and performance of cost/price analysis. Knowledge of Federal cost principles, and experience discerning Federal government solicitations, is also required. Excellent tracking/organizational skills and demonstrated attention to detail is necessary to be successful in this position. You must have the ability to work as part of a team and have a past of strong working relationships with both internal and external customers. Candidate selected will be subject to a government security investigation. You must be a U.S. citizen to apply. Employment with the Applied Research Laboratory will require successful completion of a pre-employment drug screen. This job will be filled as a level 3, level 4, or level 5, depending upon the successful candidate's competencies, education, and experience. Typically requires a Bachelor's degree or higher in Business Administration or related discipline or higher plus five years of related experience, or an equivalent combination of education and experience for a level 3. Additional experience and/or education and competencies are required for higher level jobs.
