Penn State Extension in Bucks County is seeking an individual who will function as a team member of the Penn State Extension 4-H Youth Development Unit working directly with statewide faculty and staff. The individual represents Penn State and the College of Agricultural Sciences in interpreting, applying, and disseminating the latest research findings in Youth Development, Volunteer Management, and Science and Technology. Major responsibilities will include planning, implementing, conducting and evaluating a broad educational program for youth involved in a wide range of 4-H project curriculum areas and serving as the 4-H program coordinator for Bucks County. This individual will also serve on the State 4-H Youth Development Team. This includes maintaining and expanding existing local 4-H club programs, supervision of programs delivered by other professional staff, program assistants, and volunteers, building community collaborations and partnerships, managing and expanding revenue enhancement portfolio, developing volunteer resources, and developing a professional development plan. Specific program responsibilities include: Provide the expertise to compliment and support the 4-H efforts through individual and team efforts that will expand the Bucks County 4-H clubs and other outreach to youth, including school enrichment and camping opportunities. Provide leadership education to volunteers and youth. Identify opportunities and educational needs of youth in the county and provide age appropriate educational opportunities for those individuals. Develop and expand a countywide 4-H marketing plan to increase public awareness and participation. Ensure that leaders and participating youth comply with state guidelines and adhere to 4-H policies. Recruit, screen, and train appropriate club leaders and volunteers. Serve as a liaison between clientele and appropriate faculty in the College of Agricultural Sciences, as well as other colleges, institutions of higher education, and outreach partners. Demonstrate competency in operating in a team environment in the 4-H Youth Development Unit with faculty, educators and other staff. Assist in the development of a statewide educational business plan to support the 4-H unit programming. Develop a unit action plan followed by an accomplishment report. The Educator is responsible for submitting program, administrative, and financial reports as appropriate to the Assistant Director of Programs. Write and secure grants and develop revenue enhancement strategies to obtain additional resources to initiate new educational programs or enhance ongoing programs. This could be an individual effort or in cooperation with other staff in the unit. Oversee fiscal responsibilities for the Bucks County 4-H program. Use a variety of traditional and new technological delivery methods to develop workshops, seminars, demonstrations, on-line courses and/or other educational strategies to communicate the latest technologies to youth and volunteer leaders. Prepare educational materials that are relevant to and that enhance the educational process for targeted individuals and groups. Use technology, mass media and personal contacts in the delivery and management of high quality extension educational programs. Ensure that train-the-trainer sessions and resources for 4-H leaders provide them with on-going support, enabling these key volunteers to assist youth in developing record-keeping, communications, decision making, marketing, and problem solving skills. Participate in regional or state 4-H events as appropriate. Ensure compliance with the affirmative action plan. Perform other duties and responsibilities as assigned by the Extension Program Leader and Area 4-H Educator. This job will be filled as a level 2, or level 3, depending upon the successful candidate's competencies, education, and experience. Typically requires a Bachelor's degree or higher (Master's degree preferred) or higher plus one year of related experience, or an equivalent combination of education and experience for a level 2. Additional experience and/or education and competencies are required for higher level jobs. Preference will be given to candidates who have a degree in youth development, education, animal science education, equine science, or volunteer development and who have 4-H experiences. An interest in working with people from diverse backgrounds is required. Candidate should possess teaching, program development and evaluation skills, and demonstrate positive human relations and effective communication skills necessary to work effectively with youth, parents, leaders, government officials, and the general public. Seeking a self-motivated individual with excellent organizational skills. An interest in computer applications and distance learning technology is desired. Must have a valid driver’s license and use of a private automobile. Since this position requires that you operate a motor vehicle as part of your job duties, successful completion of a motor vehicle records check will be required in addition to standard background checks. Candidates must also be willing to work flexible hours.
