Penn State is in the process of implementing an exciting Human Resources Transformation. As a part of this initiative, a Human Resources Consultant (Generalist) position has been created to support the Penn State Harrisburg campus. The incumbent’s primary responsibilities will be to assist and oversee the Promotion and Tenure process for faculty of the Capital College (Harrisburg Campus). The incumbent will support the College’s Promotion and Tenure process by serving as a consultant at all levels of review. This includes becoming proficient in the online submission system, educating and training faculty and administrators on the completion and submission of the electronic dossier, adhering to all policies and protocols regarding the Promotion and Tenure process. Attention to detail is essential. Additionally, this individual may have involvement with HR Transformation efforts that are currently underway to provide a new HR service delivery model that will streamline transactional activities within a shared services center, allowing the HR Consultant (Generalist) role to serve in a more consultative and strategic capacity. This position will support approximately 1000 individuals in full-time and part-time faculty, staff, and technical service appointments. The incumbent will coordinate a wide variety of human resources activities for the campus across multiple human resource functions including: employee/labor relations, equal opportunity, organizational development, talent management and acquisition, diversity initiatives, total rewards, and compliance monitoring. In addition, this position will provide guidance and advice to managers, supervisors, and other employees on HR-related issues and policies and procedures; initiate and/or respond to inquiries such as performance concerns; analyze data and prepare reports; develop offer letters; coordinate and approve payroll transactions; and work with the Office of Human Resources staff to implement new or continuing legal requirements or initiatives. Additionally, the candidate will work closely with the Finance Office at the campus concerning a variety of matters including implementation of policies, position management, payroll transactions, and salary increase planning. This position, reporting to the Human Resource Strategic Partner/Regional HR Director, operates with discretion within established guidelines, and may periodically travel to other campuses in the region. The candidate must possess an outstanding customer service orientation; a commitment to fostering diversity and equal opportunity; excellent written and verbal communication skills; aptitude for finding technology-driven approaches to ongoing work processes; the ability to work independently and cooperatively with various levels of administrators and staff; and excellent judgment and organizational skills. Must be able to embrace and champion change as the university moves toward a new HR service delivery model. Microsoft Office experience required. Typically requires a Bachelor's degree or higher plus five years of related experience, or an equivalent combination of education and experience.
