Description

Provide both pre- and post-award administration services. Responsible for assisting in the administration of policies and procedures concerning the preparation and development of proposals and contracts for funding sponsored programs. Review, analyze, and process proposals, contracts, and grants from various federal, state, local agencies and private corporations and foundations. Advise faculty and staff in interpreting and adhering to sponsor and University guidelines and regulations. Prepare budgets for proposals and maintain contract records and reports for sponsored projects. Assist in advising and consulting with faculty and staff, Department Heads, Deans and administrative offices on proposal preparation and contract commitments. Serve as liaison with sponsors and other University offices on behalf of faculty and staff. Qualify for and obtain delegated signatory authority. Sign and submit proposals on behalf of Penn State. Provide assistance in all aspects of post-award administration: compliance, reports, invoices, create new accounts, AURAs, BARAs, revised budgets, account transfers, no-cost extension requests, monitor deadlines, resolve problems. Assist in modifying procedures to meet changing regulations and University policies. Experience with electronic proposal submission sites, IBIS, Excel, Word, SIMS Budgets preferred. Must be able to thrive in a fast-paced, deadline-driven environment. This job will be filled as a level 2, or level 3, depending upon the successful candidate's competencies, education, and experience. Typically requires an Associate's degree or higher plus four years of related experience, or an equivalent combination of education and experience for a level 2. Additional experience and/or education and competencies are required for higher level jobs. Enrolled in or graduate of Penn State ACES preferred. This is a fixed-term appointment funded for one year from date of hire with excellent possibility of re-funding.
