Human Resources Generalist (Human Resources Consultant)
Penn State is in the process of implementing an exciting Human Resources Transformation. As a part of this initiative, a Human Resources Consultant (Generalist) position has been created to support several campuses in the South Central region of Pennsylvania including Harrisburg, Mont Alto, York and Dickinson Law. This individual will be involved in the significant HR Transformation efforts that are currently underway to provide a new HR service delivery model that will streamline transactional activities within a shared services center, allowing the HR Consultant (Generalist) role to serve in a more consultative and strategic capacity. This position will directly support approximately 1500 individuals in full-time and part-time faculty, staff, and technical service (bargaining unit) positions. The incumbent will coordinate a wide variety of human resources activities for the campuses across multiple human resource functions including: employee/labor relations, equal opportunity, organizational development, talent management and acquisition, diversity initiatives, total rewards, and compliance monitoring. In addition, this position will provide guidance and advice to managers, supervisors, and other employees on HR-related issues and policies and procedures; initiate and/or respond to inquiries such as performance concerns; analyze data and prepare reports; develop offer letters; coordinate and approve payroll transactions; and work with the Office of Human Resources staff to implement new or continuing legal requirements or initiatives. Additionally, the candidate will work closely with the Finance Office at each campus in the assigned region concerning a variety of matters including implementation of policies, position management, payroll transactions, and salary increase planning. This position, reporting to the Human Resource Strategic Partner/Regional HR Director, operates with discretion within established guidelines, and regularly travels to all four campuses in this region. The candidate must possess an outstanding customer service orientation; a commitment to fostering diversity and equal opportunity; excellent written and verbal communication skills; aptitude for finding technology-driven approaches to ongoing work processes; the ability to work independently and cooperatively with various levels of administrators and staff; and excellent judgment and organizational skills. Must be able to embrace and champion change as the university moves toward a new HR service delivery model. This position will support the four campuses previously mentioned and will require frequent travel to each of them. Microsoft Office experience required. This job will be filled as a level 3, or level 4, depending upon the successful candidate's competencies, education, and experience. Typically requires a Bachelor's degree or higher plus three years of related experience, or an equivalent combination of education and experience for a level 3. Additional experience and/or education and competencies are required for higher level jobs. Since this position requires that you operate a motor vehicle as part of the job duties, a valid driver's license and successful completion of a motor vehicle records check will be required in addition to standard background checks.
